Since the implementation of the new duty-free shopping policy for departing Hainan Island, cumulative spending has exceeded 200 billion yuan.

  According to the Announcement on Duty-Free Shopping Policies for Departing Passengers in Hainan issued by the Ministry of Finance, General Administration of Customs, and State Taxation Administration, effective July 1, 2020, the annual duty-free shopping allowance per departing passenger was increased from 30,000 yuan to 100,000 yuan. The policy also removed the per-item duty-free limit and expanded the range of eligible goods to include seven categories of consumer-favorite products such as electronic consumer goods. According to Haikou Customs statistics, from the policy's implementation through September 11, Haikou Customs has supervised over 200 billion yuan in duty-free purchases, serving 30 million travelers and facilitating 247 million duty-free items.

"About seven years ago, I spotted a handbag in a duty-free store priced at over 40,000 yuan, but ultimately didn't purchase it due to the tax requirement. In recent years, this concern has vanished. The annual 100,000 yuan duty-free shopping allowance is more than sufficient, and items inconvenient to collect at the airport can be mailed home—making the process far more convenient than before," said Ms. Ji, a traveler from Liaoning.

This policy adjustment has swiftly ignited a surge in duty-free consumption in Hainan, with duty-free stores seeing a dramatic increase in customer traffic. Several stores have even experienced shortages of popular items. Following the new policy, Hainan's duty-free system introduced multiple convenient pickup options including mail delivery, island resident return pickup, “buy-and-take” service, and “guaranteed pickup.” These enhancements significantly optimized the shopping experience, further unleashed duty-free consumption potential, and injected new momentum into promoting domestic economic circulation.

Zhang Bin, General Manager of Sanya International Duty-Free City, recalled the scene with palpable excitement. “Following the announcement, we swiftly responded by introducing new brands in categories like alcohol and electronics, while accelerating restocking of popular cosmetics and premium goods. In recent years, leveraging new models like ‘buy-and-take’ and ‘guaranteed pickup,’ we've capitalized on major events like concerts to drive promotions and traffic, continuously exploring new pathways for industry development,” Zhang said.

  Today, duty-free enterprises are continuously enhancing service levels, actively pursuing “first-store, first-launch, first-show” initiatives, introducing numerous internationally renowned brands, and driving deeper integration of the duty-free policy with Hainan's cultural, sports, tourism, and exhibition sectors—injecting fresh vitality into high-quality industrial development.

As policy effects continue to unfold, Hainan's duty-free market has seen significantly heightened dynamism, particularly during peak tourist seasons, where enterprises face substantially increased inventory preparation and logistics pressures. To help enterprises tackle these challenges and ensure popular duty-free goods reach shelves promptly, Haikou Customs is actively advancing smart customs initiatives and the “Smart Customs, Strong Nation” campaign. It has innovatively implemented a “centralized + automated” document review model for duty-free goods leaving the island. By using information technology to centrally process tasks like filing, warehouse entry/exit order verification, and customs clearance for all 12 duty-free stores island-wide, the system achieves “arrival-reporting-review-release” in real time. This has boosted document review efficiency by 60% and doubled the logistics turnover rate for duty-free goods, effectively resolving operational bottlenecks for businesses.

  Guo Jianmeng, Director of Port Supervision at Haikou Customs, explained: “To fully leverage the benefits of the duty-free policy, we consistently uphold the principles of robust supervision and optimized services. We have successively introduced smart regulatory measures such as the ‘centralized + automated’ document review model and drone delivery of duty-free goods, comprehensively enhancing regulatory efficiency to ensure businesses sell well and travelers buy easily.”

  Moving forward, Haikou Customs will continue optimizing regulatory approaches to propel Hainan's duty-free industry toward new heights of development, consistently polishing the “golden brand” of duty-free shopping for departing passengers.
